Fuel Assistance Program - NH State Plan

This page provides information about the State Plan for the NH Fuel Assistance Program (FAP), known federally as the Low Income Home Energy Assistance Program (LIHEAP).

The State of New Hampshire Department of Energy (NH DOE) submits an application each year for funding for the federal LIHEAP program. This application, also known as the State Plan, provides details about how the program will be administered in New Hampshire. A copy of the current State Plan is available here and a copy of the proposed PY25 State Plan is available below. 

Before submission, the NH DOE invites public review and comment on the plan. The department invites comments on the 2025 State Plan, effective October 1, 2024, to September 30, 2025, through written or oral comments. Written comments are encouraged and will be accepted through August 23, 2024. Oral testimony and comments are accepted during an in-person public hearing on August 8, 2024.
